Each country reserves prefixes for freephone service, for example 800, 888, 877 and similar codes in the North American Numbering Plan, 0800 and 0808 in the UK, and 0800 in many other countries. When a caller dials one, the call is free or cheap for them, and the business that holds the number pays for the inbound call.
Toll-free numbers are national. A US toll-free number is free to call from within the US and Canada under the shared numbering plan, but callers in other countries may be unable to reach it or may pay international rates. What about a single worldwide toll-free number?
The ITU defines Universal International Freephone Numbers (UIFN) in Recommendation E.169.1: an eight-digit number used with each country's international access prefix and the 800 code.
